So I will have to take a different approach to this. I've tried reverting to my previous BIOS (F.19) however it will not let me as it always says "Cannot find signature file". So something was changed in a recent BIOS update to lock the Power Limit. However, after updating my system's BIOS, I am unable to use either utility to prevent the throttling from occurring. In fact, I was previously able to avoid this using Intel's Extreme Tuning Utility or TechPowerUp's ThrottleStop utility.

This has nothing to do with the maximum amount of power the computer can output or with temperature of the CPU. I've looked into why this is happening and it appears to be Power Limit Throttling - when the CPU and GPU draw too much power for a set amount of time, the CPU will automatically slow down to reduce power usage. When both the CPU and GPU are under load, I'm finding that my CPU slows down, which has a serious impact on the laptop's performance. Unfortunately, my HP laptop is under performing while playing games.
